Job Summary
We are seeking a Senior Project Manager to lead complex CIS (Communication and Information Systems) projects, with a strong focus on service management, deployment, and stakeholder engagement. Under the guidance of the Head of TCS (Technology and Communication Services), you will manage the full project lifecycle—planning, execution, and delivery—across technical and organisational domains.
This role involves high-level coordination across internal teams, vendors, and stakeholders, and is ideal for a candidate with experience in both Agile and Waterfall methodologies within service-driven, secure, or multinational environments.
This position is Hybrid in Lisbon - Oeiras

Key Responsibilities
- Define and document project scopes, objectives, and success criteria with stakeholders.
- Ensure technical feasibility and alignment with internal stakeholder needs.
- Develop and maintain detailed project plans using Agile or Waterfall approaches.
- Lead cross-functional teams, including internal staff, vendors, and contractors.
- Manage service planning, requirements gathering, and execution activities.
- Oversee change management, risk analysis, quality assurance, and compliance.
- Provide timely and accurate project updates to all stakeholders.
- Track and report on performance (cost, time, quality, and resources).
- Advise on deployment and operations of CIS systems, especially in training environments.
- Support the development and improvement of project/service management tools and governance frameworks.
- Evaluate service demand and conduct feasibility studies.
- Plan resource allocation, cost estimation, and deployment schedules.
- Manage financial planning, asset procurement, and price proposal documentation.
- Ensure alignment with acquisition and budgeting policies.
- Act as deputy to senior management when required.
- Perform other project or operational duties as assigned.
Requirements for the role
- Bachelor’s degree in a related field (or equivalent professional experience).
- 3+ years of experience managing complex CIS projects.
- Minimum 3 years leading projects or permanent teams.
- Strong skills in project coordination, communication, and stakeholder management.
- Experience in service-level planning, customer relationship management, and continuity strategies.
- Certification in: ITIL Foundation and/or Agile / Scrum methodologies
- Fluent in English
- Must be a Portuguese or European citizen or have a work permit for Portugal
